A Deep Water Mounted 'Marine' Mystery

After swimming into a deep water mystery, Ottawa Vet. John Henderson has had to drop anchor. He's stuck. John needs help from anyone who might be able to identify the RCMP members in the above photo.

John found the photograph in an antique shop near Greenwood, NS. The photo was torn and rather neglected. The shop owner knew nothing about the photograph or its origin.

So far, John proposes the following guesses:

-Marine Division - maybe in Halifax?

-Post WW II given the uniform and the number of members with post WW II medals?

-Taken on a boat -- given the water in the background and the nautical gear Perhaps as a Marine Course photograph?

-Identified with the mark N11,502 on its reverse. Did the RCMP ever hold Marine Courses at 'N' Division in Ottawa?

-One Officer, maybe the CO of 'H' Div or the OIC Marine Division? It appears that the Officer might be a Sub/Inspector (maybe three pips can be seen)?

John Henderson is an avid RCMP Historian. He's trying to identify men with medals as part of his RCMP Red to Air Force Blue History Project - John says; 'perhaps some of these members served with the RAF of RCAF Air Sea Rescue Units'?

John asks that you jump in and swim out to help him to identify the members in photo.
